Orders involve groups of people gathered together for social or theological purposes.
Secret societies are often unofficial, unincorporated and spoken of in whispers.
Gamezohan love of bureacracy, diversity and specialization led to a very intricate smorgasbord of law enforcement, intelligence and military agencies.
These are groups that don't quite fit into the above categories because they aren't as "official" as the above mentioned groups.
